The Environment Agency in UK has published an official Packaging Producer Responsibility Monitoring Plan 2019.
The aim is to monitor businesses that are affected by the Packaging Producer Responsibility Regulations and to identify producers that do not meet their legal obligations.
Among other activities, the Environment Agency plans to:
Producers that met the criteria according to the Packaging Producer Responsibility Regulations in the previous year are obliged to register by 7th April of the following year. The registration has to be renewed annually.

The Austrian Federal Government plans to ban all plastic carrier bags and the use of micro-plastic particles in cosmetics and cleaning products.
Plastic carrier bags will be completely banned from the Austrian market as of 2020. The only exemption will be plastic carrier bags that are completely biodegradable.

The European Chemicals Agency (ECHA) has published the new REACH Candidate List on January 15, 2019: Six Substances of Very High Concern (SVHC) were added to the list. The Candidate List of Substances of Very High Concern for Authorization now contains 197 substances.

Since 2016, companies in Germany are confronted with the threat of advance payments for copyright levies on devices and media storage in the form of juridical orders for security deposits. This is often the case with products for which there are no agreements with respect to the obligations for levy payments or tariff levels.
In this context, the industry in Germany is looking into the means of defining tariffs and scope based on negotiations and mutual agreement. However, such negotiations could take years. A ruling in favour of advance payments would reflect strongly on the willingness to negotiate and the course of the negotiations. The new legal option is intended to provide collecting societies with an effective instrument for enforcement.
The industry tends to be doubtful of whether such orders for security deposits are practically in place, or at all effective. To this end, the German Arbitration Board has recently ruled against the collecting society’s claim against a manufacturer for MP3/4 players (arbitral verdict; only in German). The reasons behind the ruling, or the rejection of the claim, were purely due to legal formalities. The process is a clear proof that the ZPUE (Central Organization for Private Copyrights) is acting on and applying the option and will enforce disputed tariff claims. The so-called security deposit requirement may not be a toothless tiger, after all.

On November 15th, the Ministry of Industry, Commerce and Tourism in the Kingdom of Bahrain announced the launch of an inspection campaign lead in cooperation with the Gulf Standardization Organization. The surveillance measures focus on the compliance of electronic and electrical equipment with the Gulf Cooperation Community’s (GCC) regulation on “Product Certification and Gulf Conformity Tracking System (GCTS)”, which came into force in April 2017.
The harmonization of environmental and commercial laws is gaining momentum in the Gulf Cooperation Community, where several projects are expected to be implemented in the near future.

The new chemicals regulation KKDIK, the so-called Turkish REACH, was officially published on 23 June 2017 and came into force exactly six months later, on 23 December 2017.
Substantial changes that will in turn affect some industries come into effect as of 31.12.2018. One element involves the restrictions that will apply to 20 substances and substance groups. The other aspect relates to the restrictions on the use and placing on the market of over 1000 substances of the carcinogenic, mutagenic and reprotoxic substances, defined in entries 28, 29 and 30 of Annex 17 of the Turkish Chemicals Ordinance. Further substance restrictions will then apply as of 31.12.2019, 31.12.2021 and 31.12.2022.
Preparations are currently underway in Turkey for pre-registration, which are expected to commence by 31.12.2020. The deadline for the registration itself is 31.12.2023

In response to the industry’s demands, the Saudi Standards, Metrology and Quality Organisation (SASO) has effected amendments to Technical Regulation 947 subject of oxo-biodegradable plastic products, which entered into force on October 14, 2016.
The amendments affect the contents of phase I and phase II products, as well as the registration date for the latter, which is now set for February 1, 2019 instead of August 1, 2018.
